Kuwait Launches 15-Year Golden Residency: A New Opportunity for Foreign Investors
Kuwait has introduced a 15-Year Golden Residency Permit, a new long-term residency programme aimed at attracting foreign investors, entrepreneurs, and business leaders. Launched under Cabinet Resolution No. 651 of 2026, the initiative is part of Kuwait’s strategy to boost foreign investment and strengthen its position as a leading regional business hub.
Who Can Apply?
The Golden Residency is available to:
- Owners of licensed investment entities
- Business partners
- Senior executives
- Eligible immediate family members, including spouses, parents, and children
Recently, Yusuff Ali M.A., Chairman of Lulu Group International, became the first recipient of Kuwait’s 15-year Golden Residency under the new programme.
Eligibility Requirements :
Applicants must meet the following conditions:
- Hold a passport valid for at least six months
- Provide a clean criminal record certificate
- Submit accurate and genuine documentation (false or forged documents may result in rejection, cancellation of residency, and legal action)
Investment Criteria :
To qualify, the sponsoring investment entity must meet these financial requirements:
- Minimum investment volume: KD 5 million (approximately USD 16.3 million)
- Minimum capital: KD 1 million
- Proof that the required capital has been deposited within Kuwait
Companies must also maintain an active business presence in Kuwait and comply with national employment requirements, including hiring quotas for Kuwaiti nationals set by the Kuwait Direct Investment Promotion Authority (KDIPA).
Application Process :
Applications are submitted through the General Directorate of Residency Affairs at Kuwait’s Ministry of Interior based on recommendations from KDIPA.
Key points:
- KDIPA issues a decision within five working days after receiving a complete application.
- Authorities may request additional documents if needed.
- Failure to submit requested information within 30 days will result in automatic rejection.
Renewal Process :
The residency permit can be renewed if all programme conditions continue to be met.
Applicants must:
- Apply at least 60 days before expiry
- Demonstrate continued compliance with legal and financial requirements
- Show that the business remains operational and meets programme criteria
